Patch: disable windows shuffling

Patch for disabling windows shuffle when activating some running application. When patch is applied activating application doesn't move it cover to the first position.

Unfortunately works on on update11 only if the app is activated directly from the window view. If app is activated from launcher, it is still brought to the first position. Also if the app is activated from e.g. the lock screen pulley menu, the same goes.

EDIT: Do you think that those problems I wrote about can be fixed? I really like the idea that I'd have the same apps in the same places.
