Qualcomm Tuning Patch

Fixes three CPU and GPU settings Sailfish leaves worse than the hardware
allows. Runs once at boot, there is no app to open.

- Repairs the CPU governor when vendor init leaves the big cluster stuck at
  its lowest speed under load.
- Turns on Qualcomm's per-touch CPU boost, which Android uses and Sailfish
  leaves switched off. Fires within ~5ms of your finger landing.
- Stops the GPU idling at its slowest speed between repaints.

Qualcomm only; does nothing on other hardware. Tested on Xperia 10 II
