As told by others, the "Download" function is KO. Nowadays (in 2020), nokia maps are available here : http://maps.tienda-sistore.com
How to do : download maps from maps.tienda-sistore.com then unpack downloaded zip file(s) to 'cities/diskcache/' folder.
The "Extraction" function is still OK but you have to copy the downloaded zip file in the right place just before (I dont remember exactly where).

I don't recommend downloading this because it is probably outdated and no longer maintained. See the thread that is linked to in the developer's description of this app here. The developer is trusted but I think is now only developing for Sailfish. I downloaded this app on two devices but did not launch on either. On one device, it consumed a lot of battery in a short time, even though I never launched it. Maybe it downloaded dependencies? In any case this being outdated and also puzzling battery drain makes this a risky install, in my opinion, and I uninstalled without launching. (I have battery monitor that identifies which apps consume battery and what % since last recharge.)

Is there any difference between downloading using this app and using Nokia Maps to download them if I'm just going to use them in Nokia Maps?

For Wget seems hardcoded v0.2.5.103 in script downmaps2.sh:
FOLDER="http://static.maploader.maps.svc.ovi.com/map5/maploaderzip-00.02.50.103"
Do not know Nokia Maps himself finds the latest maps v 2.54.223
