"Smart pointer" class; closes a UNumberFormatter via unumf_close().

For most methods see the LocalPointerBase base class.

Usage:

 LocalUNumberFormatterPointer uformatter(unumf_openForSkeletonAndLocale(...));
 // no need to explicitly call unumf_close()
